South Africa’s adoption of GEAR in 1996, and its implementation of neoliberalism has been the key source of the growing impoverishment of the black working class in South Africa after apartheid. This booklet was first published in September 1997, but it remains as relevant as ever. The ANC government continues to be committed to neoliberalism, notwithstanding its adoption of radical sounding policies at their National Conference in Nasrec in December 2017. The debate on GEAR, its impact and the search for alternatives continues among social movements and communities that continue to struggle for land, social services and a decent life.
About the Author
Khanya College is an independent non-governmental organisation based in Johannesburg, South Africa. Established in 1986, the primary aim of Khanya College is to assist various constituencies within working class and poor communities to respond to the challenges posed by the forces of economic and political globalisation.
